How Snapdragon S4 Differs From Tegra 3 (Kal-El)

The new Snapdragons will have a dedicated voltage plane and clock frequency for each core which is called Asynchronous Symmetrical Multi-Processing (aSMP). As the demands on a system change, the SoC can alter the power of each core to find the most efficient voltage and speed, even going so far as to completely shut off some cores. Qualcomm cites internal testing that shows a 25-40% reduction in power usage over other chips.
